Dear Member,

The next Annual General Meeting of West Lancashire County Scouts is due to take place on Thursday 10th September.  Due to the restrictions brought about by Covid-19 the location and format will be notified nearer the time.   In whatever format the AGM takes, we are required by our Constitution to hold an election for certain Members of the Country Executive to serve for a period of three years, and who may be eligible to serve for a further period of three years.  The County Executive is the Board of Trustees of the Scout County.

All Members of West Lancashire Scouts are eligible to nominate a representative for election to the Board of Trustees (County Executive Committee).


Deadline: Friday 31st July 2020


All Members of West Lancashire Scouts are encouraged to nominate candidates and assist in reaching a wide pool of good applicants.   A skills audit of Executive Members identified that our Board of Trustees would especially benefit from enhancing the following areas of experience and demographics.

External relations


Fund raising

Strategic property

Community engagement

Human resources

Oversight of adventurous activities


Data control



Risk management

Additional to the skills and experience above we actively encourage applications / nominations from the whole range of backgrounds within our community in accordance with the Scout Association’s policy on diversity.

The Executive Member’s role is that of a Charity Trustee of West Lancashire County Scouts and is responsible for participating in discussions and decisions affecting the current and future direction of West Lancashire Scouts.   Following a day’s induction on Saturday September 26th, there are a further four Thursday evening meetings a year:  December 3rd, March 18th (2021), June 10th, July 8th, plus the AGM on Sept 9th 2021.  Attendance at other events as a Trustee, and to undertake other occasional work as a member of the Executive, is optional but desirable.

Trustees are required to complete a Trustee Declaration, that declares any areas of conflict of interest (work or leisure), and a skills audit.

This year there are two vacancies for election by West Lancashire County Scout Council: Phil Howarth and Mandy Sweet step down after providing years of valuable service.  They are eligible for re-election.


Members are invited to nominate candidates by completing the nomination form, which is available here County-Nominations-Letter-2020.docx (36 downloads)

Eligible candidates must:

  • be aged 18 years or more on 31st  July 2020;
  • be a Member or Associate Member of the Scout Association; and
  • if standing as a Youth Member, be aged 23 years or less on 31 January 2020.

A nomination requires a proposer and a seconder, who are Members of the Council, to submit a short-written statement on the nomination form, indicating why the candidate would make a good Executive member. The statements should demonstrate that the proposer and seconder have considered the candidate’s suitability using the role description and person specification as guidance.

Candidates are also invited to submit further supporting details on the nomination form.

Nominations, and proposer and seconder statements, must be submitted by email no later than 5pm on 31st July 2020.   Any applications received later than this will not be accepted.

The election will take place during the four weeks 8th August and 5th September.
